Dr. Arturo Vargas Bustamante is a Professor at the UCLA Fielding School of Public Health in the Department of Health Policy & Management and serves as Faculty Research Director at the UCLA Latino Policy and Politics Institute. The primary focus of his research has been on health care access and utilization, particularly among Latinos/Hispanics and immigrants in the United States. He has also contributed to border and international health care research, as well as chronic care management research in primary care settings. Professor Bustamante’s expertise lies in health care disparities, health policy, health services research, and program and policy evaluation. His research has been published in reputable health policy journals such as Health Affairs, Health Services Research, Social Science and Medicine, Medical Care, among others. His work has received funding from the National Institutes of Health (NIH), the Agency for Healthcare Research and Quality (AHRQ), the Robert Wood Johnson Foundation, the Commonwealth Fund, and various government funders and foundations.

Richard Boxer, MD, FACS, Interim Chief Medical Officer and Board Member, MiSalud Health
Richard Boxer, MD is Clinical Professor of Urology at the David Geffen School of Medicine at UCLA, a national leader in healthcare policies, and an international leader in telemedicine. He was the original Chief Medical Officer of Teladoc, where he wrote the policies and protocols that remain the standard for the telemedicine industry, which changed to way healthcare is delivered to the world. He graduated from the University of Wisconsin undergraduate and medical schools with high honors and completed his training at UCLA in urology. He has been a health policy adviser to Presidents, HHS Secretaries, Senators, Representatives, and Governors. Dr. Boxer is the only person appointed by 2 Presidents (Clinton and Biden) to the Board of the National Cancer Institute and the National Institute of Diabetes, Kidney, and Digestive Diseases. He represented the US at the World Health Organization. Dr Boxer was the finalist for Surgeon General of the US in 1995 in the Clinton Administration, and a short-list finalist in 2001 in the George W. Bush Administration, being the only American to be a finalist from both sides of the aisle, demonstrating his deep and singular commitment to the patient. Dr. Boxer has had OP-EDs published in the Wall Street Journal, the New York Times, JAMA, Harvard Business Review, Health Affairs, Real Clear Policy, The New England Journal of Medicine, JAMA (Journal of the American Medical Association), and numerous medical journals on health policy, telemedicine, the opioid crisis, and veterans’ issues. He has published 80 medical journals articles, 14 book chapters, and has delivered 65 invited lectureships.
Ilan Shapiro, MD, MBA, Former CEO, Michigan Medicine
Dr. Ilan Shapiro is the Senior Vice-President and Chief Health Correspondent and Medical Affairs Officer for AltaMed Health Services. He supports strategies for external health communications, advocacy, and community relations. As the Chief Health Correspondent for AltaMed, Dr. Shapiro works closely with the Public Affairs, Community Affairs, Government Relations, and Civic Engagement departments to help expand community health and wellness initiatives.
In 2011, he was invited to join the White House Hispanic Policy Group and help educate and raise awareness for the Affordable Care Act. Dr. Shapiro is also a recent recipient of the Othli Award, an honor presented by the Consul of Mexico to recognize individuals working to improve the lives of Mexican nationals living in the United States and abroad. Prior to joining AltaMed, Dr. Shapiro held numerous health and leadership roles that focused on expanding access and improving health outcomes. He spent five years working with migratory agricultural workers’ families and the homeless in Southwest Florida and as a pediatric resident at Mount Sinai Children’s Hospital in Chicago. He believes these roles sparked his passion for meaningful, community-focused work. In addition to his work at AltaMed, Dr. Shapiro serves on the Board of Governors at L.A. Care Health Plan and the Gasol Foundation.
Laura Vargas, PA, Co-Founder, Board of Directors, Refugee Health Alliance
Laura M. Vargas, MHS, PA-C is a binational health advocate, clinician, and community organizer at the intersection of cross-border healthcare access and health equity. A Colombian-American immigrant and first-generation medical professional, Laura brings both personal and clinical insight to the challenges and opportunities of integrated U.S.-Mexico healthcare systems.
Laura is co-founder and co-director of the Refugee Health Alliance and practices in Neurosurgery at a Medical Center in West Los Angeles. She remains an active partner with LA community organizations, advocating for healthcare equity and disparities affecting underserved populations. Laura joined medicine to give back to mi gente — and today helps chart the road forward for a safer, more affordable, and truly integrated binational medical ecosystem.
